MBBS Abroad Rules: NMC Clarification Creates Confusion for Indian Students

Planning to study MBBS abroad? Conflicting statements from the National Medical Commission (NMC) have created confusion over eligibility rules for Indian students pursuing medical degrees in countries like Georgia.

What Is the Controversy? Students completing MBBS abroad must meet NMC requirements and clear the Foreign Medical Graduate Examination (FMGE) to practise medicine in India.

Two Different NMC Responses: Two aspiring doctors submitted similar queries through the Prime Minister's Grievance Portal, asking whether a six-year MBBS degree from Georgia qualifies them for FMGE.

NMC's September 24 Response: The Commission referred to its 2021 regulations, stating that foreign medical graduates must receive a licence for independent medical practice in the country where they studied.

NMC's October 13 Response: In a subsequent reply, the NMC stated that provisions relating to independent licensing systems were being examined by the competent authority and an expert committee.

Why Are Students Confused? When another student sought clarification about the contradictory replies, the NMC reiterated its existing 2021 regulations without resolving the confusion.

Education Consultants Under Scrutiny: Legal experts warn that some education consultants may be using the second NMC response to mislead students with promises of relaxed eligibility rules.

Georgia's NCEQE Rules: Georgia's National Center for Education Quality Enhancement states that MD graduates can work as junior doctors under supervision, but independent medical practice may require additional authorisation.

What Should Students Check? Before enrolling in a foreign medical university, students should carefully verify course duration, internship requirements, licensing eligibility and compliance with applicable NMC regulations.

Demand for Clear Guidelines: Legal experts have urged the Union Health Ministry and NMC to issue clear guidelines and publish an official list of foreign medical institutions meeting the eligibility requirements for Indian medical graduates.
